Director’s Community Leadership Award
The Director’s Community Leadership Award was created in 1990
as a means for the Director of the FBI, through his Division’s
Special Agents in Charge, to publicly recognize individuals or
organizations who have achieved outstanding success in their
efforts to combat crime, drugs, terrorism, and violence in the
United States.

Mrs. Barbara Smith
Roanoke, Virginia

Mrs. Smith recently retired from a 19 year career with the
Roanoke Refugee and Immigration Services Office. Considered one
of the largest resettlement sites in Virginia, Mrs. Smith was
successful in resettling over 3,000 refugees from 31 different
countries. Her support of law enforcement provided a certain
credibility and allowed the immigrants to more freely have
contact with the FBI. Her dedication to the refugee population
of Roanoke and her support of law enforcement has earned her
this special award.
